MOE Financial Assistance for Singaporean Students

Eligibility Criteria
1. The eligibility criteria for MOE FAS are as follows: 
  •  The family's gross household income (GHI) does not exceed $2,750 per month; or 
  •  The family's per capita income (PCI) does not exceed $690 per month; or

2. The PCI is introduced as a parallel assessment criterion to enable students from larger families to benefit. For families with GHI which exceeds $2,750, the PCI will be computed based on the GHI divided by the number of household members. Household members include the student, his/her parents, unmarried siblings and grandparents, and other dependents living in the same household.
Explanatory Notes
  • Household Income is the total income of family members who stay in the same household or who contribute to the income of the household. Gross income is income including allowances and employee's CPF contribution.
  • Maintenance income received by divorcee is to be included in household income.
  • National Service allowance earned by NS men is not to be included in household income.
  • Pupils who do not meet the income criteria are NOT eligible for FAS even if the income earner is on no pay leave.
  • Severance compensation and insurance payment are not to be included as household income. 
  • For pupils who have no parents and are under the care of their relatives, the relative's income would have to be taken into consideration if he/she is a legal guardian of the pupil.
  • It is not necessary for a family member to obtain a statutory declaration from the Subordinate Court to declare that he/she is unemployed.
  • Parents with children studying in different schools need to complete only one application form for all the school-going Singaporean children and submit it to the school of any child.  The school receiving the application form will process the application.  If the application meets the MOE FAS income criterion, all the children indicated in the form will be granted the MOE FAS.
Type of Assistance
  • Full waiver of school fees
  • Full waiver of standard miscellaneous fees
  • Bursary of $900
  • Transport credit of $120 per annum (Pro-rated from the month of FAS application approval to December)
How to apply
The award is renewable yearly. Deserving students can obtain the application forms from the general office drawer. Completed forms together with copies of all supporting documents be submitted to the general office. Incomplete documents will not be processed.

College Financial Assistance Schemes

Eligibility Criteria
This financial scheme is open to any of our students who meet the following criteria:
  • Applicant is a Singapore citizen or Singapore PR from family with Per Capita Income (PCI) not exceeding S$800 per month.
  • Applicant must not have been awarded any bursary in the current year.
  • The applicant’s attendance, punctuality, decorum and integrity should meet college expectations. The college reserves the right to discontinue the assistance should the applicant fall short in these areas.

IDA NEU PC Plus Programme

Pupils from low income households who wish to own a new computer at a subsidised price can apply for one under the NEU PC Plus Programme administered by the Infocomm Media Development Authority of Singapore (IMDA). Under this Programme, each eligible household may apply for one computer once every 3 years, regardless of the number of school-going children and/or household members with permanent disability.
Eligibility Criteria
This financial scheme is open to any of our students who meet the following criteria:
  • Applicant is a Singapore citizen or Singapore PR.
  • Combined gross monthly household income is not more than $3,400 OR the per capita income of the household is not more than  $900. If there is a permanently disabled household member, per capita income must not exceed $1,125.
  • Past recipient of a PC bundle under the NEU PC Plus Programme may reapply only after a lapse of three (3) years from last deployment to the household.
Each eligible household can only apply for one (1) computer.
Type of Assistance
Scheme by Infocomm Development Authority of Singapore to purchase a PC (desktop or laptop) with free software and 3 years of free broadband subscription at a subsidised price.
